False prestige, ego, pride and intoxication of status leads a person nowhere.

Salim Khan, a self supported student passes his final examination and takes leave of his best friends Sharma, Mukesh and Nawab Nadir to try his luck in Bombay's film industry and Doordarshan.

In Bombay, he lives in a rented house of Qawwal, whose daughter Rukhsana falls in love with him, but Salim is attracted towards Farheen who happened to meet him on a stormy & rainy night. Inspired by her presence, he conceives a Ghazal on "BARSAT" which he recites the next night at Doordarshan. Farheen too give her heart to him. Shanti, a very dear friend of Farheen becomes instrumental in bringing Farheen and Salim near each other. Shanti, who gives private tuition to Farheen's brother Commissioner Khan's daughter also sees that Salim replaces her for the tuition as she had to appear for her exams. The way is cleared for the love birds to meet each other daily.

Commissioner Khan is well known for his ability, honesty, sincerity and his strong arm measures against the criminal. He is after the nefarious activities of dreaded underworld duo don Patil (Kaliya) and Sher Khan, who are always on the run and are fed up with Khan's shadow.

Rukhsar feels dejected for not getting any response from Salim, had to leave for Ajmer Sharif for a Qawwali competition. Commissioner is very much impressed with the behaviour and sincerity of Salim, gives his consent to a proposal by his wife for the marriage of Farheen and Salim.

Commissioner Khan raids Sher Khan's house and is totally taken aback when he learns that Salim is younger brother of Sher Khan.

Commissioner Khan insults Salim and decrees his entering his house or meeting Farheen.

Meanwhile Salim's college friends Sharma, now a Police Inspector meets him and his lawyer friend Mahesh, who gives shelter to runaway lovers Salim and Farheen in his house, but to no avail.

Commissioner Khan takes promise from Farheen not to meet Salim anymore and threatens to shoot himself if she did. Farheen ignores Salim under pressure.

Salim goes to Ajmer Sharif and meets his college friend Nawab Nadir and finds his best friend getting married to his beloved Farheen. Rukhsar too comes to know that Salim never liked her but Farheen. Rukhsar was to perform a qawwali on Farheen's marriage, but Sher Khan and Patil (Kaliya) with their band of henchmen had other designs. They surround the marriage place.
