When a criminal succeeds in escaping the clutches of Laws, he is encouraged to expand his criminal activities which knew no bounds.

Madan was such a type of criminal whose deeds were anti national and anti Social. He formed a criminal gang in which he had a partner named LALA and the LALU the manager of London Hotel owned by Madan was his right hand in carrying on his criminal activities. Two dancers RATNA and BELA of London Hotel were also assisting Madan in his activities.

But one day, LALA who came out of jail comes to Madan and informs him that LALA has decided to lead an honourable life and not to do any criminal activity. Madan advised him to carry on these activities for some time and then retire. He refuses and eventually he is murdered by Madan.

Shankar, the real brother of LALA who owned a Motor Garage and a law abiding person was frightened to see the dead body of his elder brother in his garage and ultimately he decides to take the revenge of his brother. He got freed RATNA from Madan and with the assistance of police department manages to arrest BELA and through her, Madan was trapped but this time also Madan cheated the police and was to escape to other country by steamer but he was overpowered and caught.

It is universal truth that a criminal in the end is doomed to undesirable death.
