Shanker's childhood was spent behind the bars of the remand home and prison. When Shanker returned home his mother embraced him and made him promise that he will tread the path of truth only and at that moment Shanker had said that it is true that he had spent his childhood in prison but he was not a criminal.  He was not a Mujrim. With the help of his friends Chandan (Shakti Kapoor) and Lakhpati (Jagdeep), Shanker started a Thela of Pav Bhaji. The food from his stall was very good and soon there were cars queuing up. This resulted a decline of business of a restaurant opposite. The owner of the restaurant could not tolerate this and he hired some Hoodlooms to smash the Pav Bhaji Thela. Shanker survived this attack but found him himself enveloped in the whirlpool of poverty, misery and helplessness. He had no way to save the life of his mother who was lying on her death bed in hospital for want of treatment. His sister decided to sell herself for the money and this was when the suppressed anger in Shanker erupted and to save his mother he became a 'Mujrim'. The life of his mother was saved and yet he lost her. Because she would not accept her son as a Mujrim. In the world of crime, Shanker's roots started going deeper - deeper and here he met a big smuggler Malik (Sharad Saxena) and his beautiful daughter Sonia (Madhuri Dixit). Malik had one enemy - Nagrajan (Gulshan Grover). The fold supply into the country was controlled by one man 'Khan' (Amrish Puri) who lived in a foreign country. After the death of Malik, Khan supplied 'Gold' only to Shanker and this was not acceptable to Nagrajan, who manipulated raids on Shanker's hide-outs by giving information to a police officer Gokhle (Suresh Oberoi), but due to his powerful connections Shanker was able to nullify these raids.

The only person who Shanker could not buy inspite of his wealth was his mother. Shanker got married to Sonia and when they went to seek the blessing of the mother. She forecast what the life of her bahu, would be, being the wife of a well-known smuggler. Sonia began to have doubts of her future. As time passed Sonia saw that what mother had predicted was coming true. Shanker wanted his sister be married to Chandan, Sonia refused to allow it. She did not want that anybody should live life which she was living, a life of fear. Fear from the enemies of Shanker, fear from police. And these fears did not prove unfounded as on the night of Chandan's wedding there was a police raid and Chandan was shot. One after the other all the persons dear to Shanker left him. And he found himself alone - alone in the world of crime. He wanted to go back to his mother - his sister - his wife; but is easy to enter the world of crime and impossible to get out. 

Shanker succeeded, but the price that he paid? Was it worth it? No. It is not!
