Ravi Verma (Shashi Kapoor) is a noble, kind hearted doctor and is married to a rich, spoiled nagging wife Tripati (Padmani Kapila). Because of her Ravi is not able to attend to a child patient who dies and Ravi blames himself for the same. Ravi takes a bold decision and leaves the house and his wife.

Time changes and Ravi opens a dispensary in a remote place which is ruled by all kind of criminals and troupt police officers. Bajrang (Suresh Oberoi) whose sister was raped, has taken law into his own hands and there is Jungi (Puneet Issar), who with his moll (Asha Sachdev) does all kind of illegal things.

Vijay (Rajan Sippy) comes to same place and falls for Roopa (Divya Rana), daughter of Ganga (Shammi), Dhabewali. Dr. Verma hates Vijay because of his (Vijay's) suspicious nature and because Dr. Verma treat Rupa as his daughter. Vijay comes to know that the police department is with Jungi and the main supplier of weapons to Jungi is Tiger (Bob Christo).

Enters Kamaal Singh (Dharmendra) who is a police constable and is very poor. To become rich, Kamaal Singh makes a deal with Tiger and in exchange of money, Kamaal will be giving secrets of the police department to Tiger.

To every body's surprise Kamaal Singh becomes Sher Singh and Vijay Verma, who had been pretending to be a painter, becomes a police officer.
