The story revolves around the Disc which contains vital information about the test results ofa missile under the code name "OPERATION SUDERSHAN". The Disc is stolen from the military installation by Jindal (Mohan Joshi). The case has been handed over to Mumbai Police Team consisting of A.C.P. Anand Verma (Arun Bakshi) & Insp. Rathod (Shakti Kapoor). Meanwhile Vikram Singh (Mudkul Dev) comes to Mumbai city to fulfill his corned by Jindal and his men. Verma get killed and Vikram Singh becomes the eye witness to the murder. Verma hands over the Disc to Vikram Singh. He leaves the city.

Unable to get Vikram Singh, Jindal hires Shiva (Sunil Shetty) to get Vikram Singh to him. Meanwhile Roshni (Pooja Batra) runs away from her house to avoid getting married the boy of her father Hiranandani's  (Kadar Khan) choice. Manek Roa (Ishrat Ali) a small time crook finds Vikram Singh and later Roshni. Manek strikes a deal between lands up with the tribals along the Disc. Shiva tracks Vikram Singh down and apprehends him. Shiva puts the rest of the cops off-track. In a situation where Insp. Thakur (Puneet Issar) fires at Shva, here Vikram Singh and Roshni realize that they have been captured by the dreaded criminal "SHIVA".
