C.I.D. Inspector Veer (Vinod Khanna) wages a relentless war against organized crime. His nemesis is Roshan Lala (Kiran Kumar) the overlord of the drug and gold smuggling rackets in India. So dangerous a man is Roshan Lala that no witness has ever dared to come forward to give evidence against him in court. Frustrated by the lack of evidence and witnesses needed to convict Roshan Lala, Inspector Veer manages to infiltrate a young undercover officer Raksha (Juhi Chawla) into Roshan Lala's organization. However she is soon discovered to be a Police Officer and is ruthlessly shot down by Roshan Lala in a deserted Street. Fatefully, this murder is witnessed by Mr. & Mrs. Saxena (Bharat Kapoor & Aparajita) a respectable middle-aged couple whose only daughter Meghna (Amrita Singh) is engaged to be married to Inspector Veer. Over Meghna's furious protests, Inspector convinces Mr. & Mrs. Saxena to bear witness in court against Roshan Lala. Meghna warns Inspector Veer that if anything untoward happens to her parents at hands of Roshan Lala she will never forgive Veer. When Roshan Lala, come to know about theexistence of two witnesses against him, he decides to eliminate them immediately...
