It is the truth that whenever evil has increased its burden on the earth, God has to reincarnate himself and take birth to bring an end to them. This is also the truth that anything that crosses its limit always, ends badly. This is the story of 'Diya Aur Toofan'.

Gajendra Singh (Prem Chopra) and his partner Madanlal Tavedar (Shakti Kapoor) were famous contractors for Government jobs. Black marketing of quota cement and steel was their foremost righteous work. Anybody who interfered in their work, either become one of their accomplice or they made him an accomplice of God.

Once, one Government Engineer and Supervisor who tried to interfere in their work was put to death by them. Due to there being no proof against them. Law was deaf, dumb and blind to take any decision against them. Eventually they met their match in one fearless, honest and patriotic engineer who never feared any kind of threat or pressure from them.

Amar Sharma (Mithun Chakraborthy) was the name of that young engineer who had come to work in the place of the earlier dead engineer. He had a lot of enthusiasm, courage and wishful thoughts along with a pulsating young heart which beat for his young and innocent neighbour Asha (Madhoo). They never realised when hatred for each other changed into love. And love changed into dreams of marriage.  They promised to live and die for each other when this matter reached the ears of Joginder (Mohnish Behl) son of Gajendra he thundered with anger and jealously as he also had a young heart in love but had no guts to do or say anything near Amar.

Proof of Gajendra and Madanlal's underground activities gets into the hands of Amar. Due to which they get very upset and want a solution once and for all for their problem.

Either they manage to get the proofs back from Amar or finish him off. Eventually they do exactly that.

The happy music of marriage changes into cries and tears. Happiness changes into dread and desolation. Promises to live and die together remain incomplete. Asha starts longing for Amar. Because of this incidents the balance in her head was totally shaken. A Happily singing and dancing light was out. Due to a sudden fall from the stairs Asha gets her brain damaged.

Dr. Vijay (Suresh Oberoi) was Amar best friend and also a brain specialist. Since years he was doing research on 'Brain Transplant'. It was his belief that like the heart and kidneys even the brain could be transplanted. On a suggestion made by the doctor's partner. Dr. Gyaneshwar (Kader Khan) Amar's brain was transplanted in the place of Ashah's damaged brain. The Operation was successful. And then she started remembering everything.
