'KANOON' centres around the battle waged by the upholders of law and order against those who have scant respect for it and take it for granted that no harm can be done to them.

Judge Dharamadikari's (Aloknath) family is happy one comprising his wife (Asha Sharma), sons Pankaj (Arun Govil) and Vishal (Ajay Devgun), Pankaj's wife (Reena) and last but not the least, grand-son Ravi (Master Ajay Nagrath).

Pankaj is a honest police office. Vishal has completed his graduation and the family wants him to join the police but Vishal shows no interest.

Police Commissioner Kiran Shroff's (Kiran Kumar) daughter, Shalu (Urmila) and Vishal are in love.

Raja Thakur (Gulshan Grover) is the city's uncrowned underworld kingpin. Pankaj succeeds in putting Raja Thakur behind the bars.

Thanks to Shalu, Vishal changes his mind and leaves for police training.

On Holi, day Raja Thakur bribes the jailor, succeeds in coming out of jail for a few hours and murders Judge Dharmadhikar, his wife, Pankaj and their two servants. Pankaj's wife and Ravi survive. Just moments after the tragedy, Vishal, having completed his training, arrives on the scene. The police record is obviously in Raja Thakur's favour. Vishal is helpless in such a situation. Vishal is now out for revenge. The battle-lines are drawn. It's Vishal versus Raja Thakur. Who will be the victor?
