Vijay is sentenced to prison for an attempted rape which he did not commit. What makes matters worse is that the prime witness against him is his lover Rekha. When he reaches prison he befriends three expert criminals Raju, Kalua and Bhalua. When they learn Vijay is a trained engineer they wonder how he ended up in jail. In a flashback we learn the circumstances of Vijay’s predicament. Vijay was in a relationship with Rekha and they wished to get married. But Rekha’s rich father Seth Jagdish disapproved of Vijay’s lower social status and wanted Rekha to marry the son of a politician Jamunadas instead. Together they plotted to have Vijay framed for a crime and sent to jail. 
Vijay and his friends use their skills to escape from prison. Vijay confronts Rekha about her betrayal but realises she is not to blame. Rekha joins Vijay and his friends as they run away to a remote town called Shantipur to escape the reach of the law. Unbeknownst to them, Jamunadas is standing for elections from the same town and has sent some of his workers to influence the villagers in his favour. When Vijay and his friends reach the town the villagers mistake them for the social workers and welcome them with open arms. Their village is being terrorised by a dacoit who is secretly in cahoots with Jamunadas. As Vijay and his friends spend time amidst the villagers they become aware of their many problems and the empty promises that politicians have made them. Although Raju, Kalua and Bhalua initially wish to return to their criminal ways, Rekha’s ideals and empathy slowly bring about a change in them. Together they help the villagers solve many of their problems including bringing a steady water supply for their fields. They also get into repeated tussles with the dacoits and resist their oppression. 
Jamunadas realises that the people helping the villagers are not his workers. When he arrives in Shantipur, Vijay pretends to help him win the elections. Instead he repeatedly humiliates Jamunadas and helps his opponent Amritlal win instead. An outraged Jamunadas unleashes the dacoits on the villagers. After a thrilling fight Vijay and his friends come out on top. Seth Jagdish realises his mistake and accepts Rekha’s choice to marry Vijay. Vijay and his cohorts confess to the police that they are the escaped criminals. As per the law they have to return to jail to serve the remainder of their sentences. But their heroic acts ensure that they will be granted early releases. They accept their fate with the hope of a better tomorrow.
