Balbir (Vinod Khanna) and Anwar (Rajnikant) are two such noble orphans who are brought up on the streets and have sympathy for orphan children. By looting dishonest smugglers and corrupt people they look after the children of 'Deendayal Anathashram'.

The land of the Ashram was donated by the late Father-in-Law of Ranjeet, a cunning businessman. Now Ranjit (Ajit Cachchani) wants to gets back the land of Ashram and build a five star hotel there. But Balbir and Anwar oppose this move rigourously. Ranjit them takes help from Minister Bhandari (Raza Murad) and through him meets criminal minded Shakti Singh (Shakti Kapoor), who agrees on the terms of equal partnership him for the hotel. Shakti Singh takes out Jabbar Singh a dreaded criminal from the jail for one night, Jabbar blasts the Ashram in which Deendayal and many innocent children are killed. In revenge Balbir and Anwar kill Ranjit, they are caught and sent to jail for life imprisonment.

Vivek, (Vivek Mushran) the son of late Deendayal is in love with Nisha, (Manisha Koirala) his collegemate who is daughter of Ranjit. After Deendayal's demise Vivek looks after the orphan children with the help of Husna Bano (Jaya Prada) and Paro, beloved of Anwar and Balbir respectively.

Rana Pratap (Raj Kumar) the Jailer is a man of principal and integrity. On observing good intentions of Balbir and Anwar he helps them to find out the real culprit.

Here Shakti, the real culprit becomes inpatient to get Nisha and her property. In this process he murders Nisha's mother Sudha and falsely implicates Vivek in it as a murderer of Sudha.

Vivek is sent to jail where he meets Anwar and Balbir. They abscond from the jail to punish the real culprit. On finding the truth they create enmity between Bhandari and Shakti thru Muttuswami, Ranjit's secretary.
Shakti tries to kill Bhandari but Balbir and Anwar save him. Bhandari realises his mistake and helps Rana Pratap, Balbir and Anwar to prove Shakti guilty in the court.

While giving witness in the court Bhandari is murdered by Shakti's bullet. He then surrounds the courts with the help of his goonda's and tries to take away Nisha.

But Balbir and Anwar fail all his plans. They beat him and hand him over to the police.

This way Angels of Humanity 'INSANIYAT KE DEVTA' crush the enemies of the humanity.
