Who is BIRJU (Govinda)? From where he has come? The simple villagers are unaware of this. But in no time Birju had won the hearts of both young and old alike. Maintaining the security of the village had become Birju's prime duty. The Landlord (Goga Kapoor) and his son Madhav Singh (Gulshan Grover) had also begun to admire Birju. Two very interesting and exuberant characters TOLA RAM (Kedar Khan) and BHOLA RAM (Sadashiv Amrapurkar) also formed part of the village. Both of them suffer from some very interesting ailments. One day a Nautanki girl BIJLEE (Shilpa Shetty) comes to the village and falls for Birju. But Birju doesn't give any heed to her. Bijlee feels Birju to be a silent mysterious volcano. The mystery deepens when Bijlee sees him in the company of a pregnant girl on the outskirts of the village. The villagers also get suspicious about Birju and the pregnant girl, to clear their suspicion Birju tells them his story. Birju tells them how his once happy past, was ruined by the machinations of Inspector SURYADEV (Shakti Kapoor), BOBBY (Mohnish Behl) and PARUL's (Sonali Bendre) drunkard Uncle Jaspal (Avtar Gill). He also tells them, how they spoilt the life of his innocent sweetheart, Parul and also drove his sister to the verge of insanity. The villagers are deeply moved by Birju's sad and shocking story. At this point Inspector Suryadev arrives with a solid police force and lets loose a 'reign of terror' on the villagers, his main aim being to kill Birju. But the villagers stand unitedly behind Birju. In the fight for the truth and justice here is heavy loss of innocent lives.

Did Suryadev succeed in eliminating Birju? Did Birju put an end to the tyranny of Suryadev and succeed in extinguishing the FIRE of revenge raging inside him.
