A man receives good returns for his good deeds and bad returns for his bad deeds. This picture is based on the above saying with humour tactfully woven into it.

The story of "DO HAWALDAR" is about two Police Constables. One is named as "Bholu", an honest and non-corrupted policemen and another his friend "Nekiram" a dishonest and corrupt policemen, both are very good friends staying in the same police colony.

Bholu Hawaldar stays away from all the immoral, evil corrupted activities prevailing in the city of Bombay while Nekiram Hawaldar indulges in activities of Bribe.

In the city of Bombay one smuggling gang operates in ill-legal activities, but are constantly troubled by Bholu Hawaldar unknowingly, are arrested unconsciously putting the gang in trouble. To this Leader of the gang decides to remove Bholu from the scene by deputing an innocent girl "Paroo" disguised as a Banana Selling Woman and to entice Bholu by her charm. Once Paroo and the leader of the smuggling gang while smuggling a lighter containing Diamonds are on the verge of getting caught at a police check post, but Paroo cleverly puts the lighter in the pocket of Bholu Hawaldar. To this in her efforts to get back the lighter Paroo has to suffer hardships in the hands of her Boss.

But fate plays a different game altogether Paroo gets involved with Bholu in true love completely infatuated by Bholu's simplicity and honesty. The leader of the gang meanwhile tries to put many obstacles in the way of this loving pair.

To all this what is the end? What was the return of Bholu's goodness? and Nekiram's bad deeds? What happens to the love affair of Bholu and Paroo? What happens to the diamonds and the lighter? What happens to the smuggling Gang and the Boss?
