People always thinks HUMSHAKAL (Twins) means either two brothers or Father and his son with same faces. But, here Humshakal is the story of two such persons whose faces are same but they are unknown to each other.
Vinod is one of the honest and intelligent Police Inspector and survived with his mother (Laxmi), loving daughter (Pinky) and wife (Jaya) the only daughter of Police Commissioner Din Dayal Kapoor.
The country is surrounded with terrorists. D.D. the devil who supplies weapons to the terrorists. Here, Vinod ambitions is to save the country from the terrorism. He has defied to Commissioner that one day he will arrest D.D. and the day will end the terrorism.
One day Vinod arrest one terrorist (Right hand of D.D.) but unfortunately before he could confess about the D.D. from him one of police inspector shoot him and runs away. While following him Vinod reaches to D.D. Den. Vinod gets all the information of the inspector but unfortunately Vinod could attempt to escape himself D.D shoots him. Injured Vinod jumps in water.
Miserable Vinod ceases his life in operation theatre. Commissioner Kapoor is shocked with death of Vinod (only he is aware of death of Vinod) because now his daughter is widow, Pinky is orphan and Jaya is not aware of death of her husband.
One day all of sudden Commissioner Kapoor remembers Sunil the man who is Humshakal of Inspector Vinod and is going to be hanged very shortly in murder case of five innocents. Commissioner Kapoor keeps the top secret of death of Vinod and motivates Sunil to help him in discharging the incompletes duties of Vinod.
