Dushman Devta, the story of the innocent citizens of a village situated at the border of the country those seem to be cursed to face devilish events and vicious rackets of blood shedding.

A fugitive Shiva (Dharmendra) absconding from jail sneaks into the village with the masterjee of the village (Dr. Shriram Lagoo) to avoid the scanning eyes of police.

Raja Sahib of the village (Sadashiv Amrapurkar) does not like it and his brother Garjan Singh (Gulshan Grover) shoots down masterjee. Another young man Suraj (Aditya Pancholi) tries to scare away Shiva to please Raja Sahib but nature acts in a wonderful way that Shiva is saved and he wins the faith of villagers.

Shiva is declared enemy "DUSHMAN" by Raja Sahib, Garjan Singh, Suraj and their group but Gauri (Dimple Kapadia) the toy seller, Ganga (Sonam) the beloved of Suraj and all villagers treat Shiva as a Godman "DEVTA" and a part of all. The widow of masterjee seems to find her long lost son in him.

Raja Sahib gets angry that his contraband business has been stopped. He implies various devices to eradicate Shiva the fugitive, who has been captured by the innocently affectionate love of insane mother, the hot, sizzling, seductive love of Gauri and the unfallable faith of the villagers. Who has been saved by the destiny for reformation of Suraj who joins the faith of villagers and kneels down before Shiva.

Raj Sahib gets furious and declares devastation of whole village unless they terminate their faith in Shiva.

Then

Whether Shiva the fugitive angel in able single handedly to save the village.

Whether the Dushman Devta and the toy seller succeed in their love.
