Dinoo (Annu Kapoor) a poor farmer living with his wife (Anjana Mumtaz), his twin daughters and son is looted by Dacoits (Danny, Ranjeet and Gulshan Grover) who are in league with Chowdhary (Prem Chopra). The Dacoits not only kill Dinoo's son but also shoot him. Thus rendering his wife a widow and his twin daughters as orphans. One of these daughters lands up at the Kotha and the other meets Forest Officer (Pran) whose wife has been shot dead and children disintegrated by none other than the Dacoits. The girl at the Kotha turns into a beautiful dance girl Shanoo (Dimple Kapadia) and the other girl is converted into lady Rohinhood Durga (Dimple Kapadia) by her mentor Forest Officer. The destitute widow of Dinoo finds a small orphan boy and bring him up to make him Sheroo. (Chunkey Panday) and Chowdary get together and become (Char Chowdary" who have now employed a truck driver Birju (Shatrughan Sinha) to help in all their smuggling activities. Birjoo is none other than the Forest Officer's son. Being honest to the core, he tries to expose the "Char Chowdry". In turn they make life hell for him. However, somewhere along, he comes in contact with Durga and they fall in love with each other. On the other hand Shera detests the dance girl Shanoo.

Eventually does the Forest Officer avenge his wife's death? Does he find his long lost children? Does Shanoo meet her twin sister Durga? Does Dinoo's wife find her twin daughter? The answer to these lies in the extravaganza "GUNAHON KA FAISLA".
