The story is about the conflict between Crime and Law. Four criminals Dr. Yadav ( Prem Chopra ), Mahadev ( Raza Murad ), Chaudhary ( Gulshan Grover ) and Abbu ( Shafi Inamdar ) have prepared a file containing secret documents of the country but law smells it and C.B.I Inspector Ashwini Kumar ( Mithun Chakraborty ) And Shalu ( Ekta ) plan to manage to get one piece of the secret file from Dr. Yadav. When Dr. Yadav and the party try to find the solution to this problem, they come across another where they come to know that Salim Khan ( Kunal Goswami ) and his beloved press reporter Salma ( Shilpa Shirodkar ) are trying to expose them.

To the worry of Dr. Yadav and party, relief comes in the form of Ashwini's Duplicate in Goa Jail known as Deadly Deva ( Mithun Chakraborty ), here crime spring up again and succeeds in planning to kill Ashwini at the hands of Salim Khan. As the Criminals Succeed they deal with Deadly Deva to take place of Ashwini and find the missing piece of the file. Deva's beloved Yo-Yo ( Sangeeta Bijlani ) objects but Deva Agrees.
