This is the story of Vikramgarh, a tiny remote state in India. It's tyrant king Vikram Singh still lives in the past, when kings & Queens used to rule the country.

His wife queen Kaushalya Devi, is the mother of twin princes, named Harshvardhan & Govardhan. Prince Govardhan is simple, so they call him stupid & prince Harsh is smart, so they call him the future king of the state.

Thakur Karan Singh is the Diwan of the state, under whose supervision the future king, prince Harshvardhan is trained.

Rajkumar Govardhan could move freely anywhere, but prince Harshvardhan had no such freedom. The strict discipline and the surroundings of the palace made him revolt against the whole system. To curtail his son's rebellion, the king asked Karansingh to find a suitable princess for the prince, & get him married. To get freedom & taste of real life, prince Harshvardhan thought of a novel idea, instead of himself, he somehow made prince Govardhan agree to marry princess Jayshree and nobody could find the difference between the two as they looked alike. Then Prince Harshvardhan made up as prince Govardhan along with Karansingh, left for Bombay with the permission of the king. Did the king find out, that instead of Harsh, Prince Govardhan had married Jayshree.

Did prince Harshvardhan get the true love in whose search, he had left the kingdom for Bombay? What happened to princess Jayshree and prince Govardhan after the marriage?

How did prince Harsh live in Bombay as a simpleton, and when Bharti, his beloved came to know the true identity of him, how did she react? Who are the city villains?

One will get all these answers in Magnum Film International's "DIL HI TO HAI".
