Arjun (Jeetendra) is an upright police officer. He is a friend of the have notes and a strong crusader against all evil doers. The later aspect of his character brings him in direct confrontation with the most powerful villain of the town named Pandey (Prem Kumar) and the chief medical officer of the town hospital (Om Shivpuri) is the virtual ruler of the town. But this does not deter Arjun to become a one man cleaning squad of the town. He destroys the evil empire of Pandey systematically. He cuts the goondas of unscrupulous staff of the hospital. On the other hand, he helps the poor hutment dwellers, where an educated unemployed youth Amar (Raj Babbar) also stays and becomes their hero immediately. During his operation clean up, he goes to a big brothel house run by Lanka Laxmi (Bindu) under the protection of Pandey. There he meets his old college friend Bharti (Jaya Prada). Bharti was trying to commit suicide because she was gang-raped by these four villains- Arjun takes back Bharti to her husband, another college friend Uma Shankar refuses to accept a raped wife. Bharti revolts against her narrow-minded husband and goes with Arjun. Arjun finally marries her.

During his confrontation with Arjun Pandey tries to liquidate him several times but is checkmated by the daring Arjun. But ultimately Pandey does succeed in wounding Arjun grievously. Does Arjun die? What does his wife do about it? How does the gang enjoy the fruits of their villainy.
