'Dil Daulat Duniya' is the story of Modern Times, a story of many and few.
To the few belonged Seth Kalidas - a Multimillionaire. Wealth and more wealth had become an obsession with him. Disgusted with his state of existence, his wife had left him to live at her parents place and his only daughter Roopa was confined to a hostel, far from the loving shelter of parents.
Kalidas used to pass the winter at Bombay and the summer at Mussoorie. In his absence at either place a homeless tramp Chacha Udharchand for past few years had manoeuvered to occupy Kalidas's luxurious houses.
Chacha Udharchand while on his current sojourn in Bombay comes across Vijay a young unemployed Engineer and his friend Raju, who had been evicted from their poor quarters at the behest of Kalidas, who planned to erect a super market in their place. He gives them shelter in Kalida's palatial house temporarily. Roopa fed up with the hostel life comes to her father's house and encounters Udharchand and others already staying there. They take each other to be thieves. Roopa through her stratagem learns of their plight and hiding her real identity joins them as one also in need of shelter. Intimacy develops into friendship and friendship into love between Vijay and Roopa.
Being informed of Roopa's disappearance from the Hostel, Kalidas comes to Bombay in search of her and finds his house occupied by these intruders, who now include Raju's wife, child and charming sister Rita. He yeilds to the persuasion of Roopa to stay in his own house a poor lonely man and study the struggle and aspirations of small people. She stealthily  sends for her mother to support her and plead her case against her stubborn father, who considers Vijay an adventurer, and the others as scums and parasites.
Rita becomes infatuated with Vijay. She looks at him with yearning and expectancy but Vijay takes this to be the whims of a modern teenager who has yet to mature and gives cold shoulder to her.
How from this chaos, confusion and complications emerges a new world of happiness and peace is dramatically unfolded in 'DIL DAULAT DUNIYA'
